Description Of Change
This CR is created by Qwest on behalf of Eschelon to address changes that had been in process as part of CMP Action Item #357/360. It is related to CR # 5522887 but is fixing a different root cause problem.

As part of AI357/360, Qwest agreed to implement system changes to correct a problem that is causing losses to be omitted from the Loss Report. It has been determined that included in this system fix, must be a requirement that on LNP Port Out orders on accounts that have RSIDs or ZCIDs on them, that we must have a edit built into the SOPS that creates an error if the Centers do not use on Partial ports the TRAK DCR RS fid behind the specific TN being ported or on full conversions the DCR RS must be required in the Bill section. The TRAK FID drives the order information to the Loss and Completion Reports used by both Qwest and the CLEC to track customer movement. Omitting the TRAK FID results in billing errors, as well as unnecessary calls to the Interconnect Service Centers. Using the DCR RS is the current process when porting out TNs on a Resold account, however because there are no edits in place, Qwest mistakingly uses a TRAK DCR CO fid which will not drive the information to the Loss report.

Upon implementation of this CR if the incorrect DCR code is placed on an issued order, that an error message will give the SDC an opportunity to correct the DCR code prior to the order processing down stream and order completion. This will assist in reporting the loss to the Resale Provider on their Loss report. Currently, flow through is programmed that if the account has an RSID or ZCID on it, that it will use the TRAK FID of DCR RS, the manual process should mirror this, and the edit will help to ensure that it does.

-- July 17, 2003 Systems CMP Meeting Discussion: Connie Winston/Qwest stated that she believes that Eschelon is still validating. Bonnie Johnson/Eschelon asked what exactly was the edit. Connie Winston/Qwest stated that it was to add line level and ensure that the DCR was correct. Bonnie Johnson/Eschelon asked if it was for ‘C’ or ‘D’ orders. Connie Winston/Qwest stated that the ‘C’ order edit deployed in June in a back end system and was at the order level. Connie stated that the edit for this CR is at the line level. Bonnie Johnson/Eschelon stated that she is still researching. This Change Request remains in CLEC Test.

- June 19, 2003 Systems CMP Meeting Discussion: Connie Winston/Qwest stated that an edit was implemented in April and asked if Eschelon has validated this. Bonnie Johnson/Eschelon stated that she would like this CR to remain open until she can validate. Bonnie asked if this has to do with the edit on ‘C’ orders. Connie Winston/Qwest stated that this is for the line level. Connie stated that for the ‘C’ orders, is later in the packet, is for the account level, and is targeted for July. Bonnie Johnson/Eschelon stated that she would look at it when she returns to the office. There were no additional questions or comments. This CR remains in CLEC Test.

-- May 22, 2003 Systems CMP Meeting Discussion Regarding SCR012802-1 Loss and Completions Reports, TNs should appear on both reports for the same date: Connie Winston/Qwest said that we implemented edits further up in our process to deal with this. We also put in an edit for the TRAK DCR FID CR. Bonnie Johnson/Eschelon said that she sent one day's data to 'CMPCR' and that Unbundled Loop was ok, but UNE-P and resale were not. Connie Winston/Qwest said thank you for the feedback. We will leave the CR open and continue to review the data. Bonnie Johnson/Eschelon said that if Qwest wanted Eschelon to send in another day of data to let her know. She sent the previous data about three weeks ago.
