When the CLEC tries to submit a request with USOC NLUDD, NLUDG, NLUDL, or NLUDE in the FEATURE field of the RS form and the LSO for the request is in Oregon Rate Zone 3, IMA will reject the request with an edit, "Qwest Business Line Plus not available in end-user exchange."

| DRAFT RESPONSE December 10, 2002 RE: SCR112202-01- IMA to Prohibit Ordering of Qwest Business Line Plus in Oregon Rate Zone 3 Qwest has reviewed the information submitted as part of Change Request (SCR112202-01). Based upon the scope of this CR as agreed to in the Clarification Meeting, Qwest is able to provide an estimated Level of Effort (LOE) of 925-1552 hours for this IMA Change Request. At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest's further evaluation of this Change Request.
