Actually, the request is a little different but I believe that the end result would meet your need for SCR112702-02. Would you please review the AT&T submitted request that I am attaching and provide your thoughts. Would it in fact meet your need for SCR112702-02? Here is some information regarding the AT&T CR (SCR022703-12 Line Loss Notification - 836 EDI): Currently, CLECs receive a Loss & Completion's Report to alert them that they have lost a customer. This (AT&T) request would allow the CLECs to receive a 836 EDI transaction code to alert them that they have lost a customer and therefore will not to have to wait on the L&C report. Thank you Liz. Meeting Discussion: Peggy Esquibel-Reed (Qwest) stated that the purpose of this call was for a discussion regarding XML as an electronic interface and stated that revised documentation was provided via the notification process (CMPR.02.19.03.F.01423.XMLPresentation). Peggy introduced Bennet Pang (Qwest) to present XML and lead the discussion. Lynn Notarriani (Qwest) asked Liz Balvin if she was expecting WorldCom technical resources to join the discussion. Liz Balvin (WorldCom) asked if there were any WorldCom technical personnel on the bridge. Lynn Notarianni (Qwest) stated that none had yet joined the call. Liz Balvin (WorldCom) stated to go ahead and proceed with the presentation. Open Discussion Liz Balvin (WorldCom) stated that WorldCom was under the impression that that XML had been discussed, at OBF, for ASR only and has not yet been discussed for LSR. Steve Eddy (Qwest) asked Liz, out of curiosity, why WorldCom is interested in Loss and Completions via EDI. Liz Balvin (WorldCom) stated that currently receives Loss & Completions via NDM but would like to receive the reports via EDI. Liz stated that the reports would be better in synch & would be easier to load things. Lynn Notarianni (Qwest) asked if WorldCom currently receives the Loss & Completions Reports via NDM from other ILECs. Liz Balvin (WorldCom) stated yes. Varsha Kelkar (New Access) asked what was involved in getting TML Transport, and asked if the Service Delivery Gateway could be used. Bennet Pang (Qwest) stated that the process is still being developed. Bennet stated that this is a web access type software. Bennet stated that this discussion is only to gauge if this is a good thing to do. If it’s deemed that it is, Qwest can look at providing the Loss and Completion Reports in XML format. David Lueck (New Access) asked that after the gateway is developed, how long would it take Qwest to implement and transport data. Rob Mitchell (Qwest) stated that Qwest expects to have the XML format available prior to the gateway. David Lueck (New Access) asked how early that the CLECs would be notified. Lynn Notarianni (Qwest) stated that the normal notification process would be followed and stated that if the CLECs would need more time, Qwest would certainly work with the CLECs. Donna Osborne-Miller (AT&T) asked if this discussion was only to get a level of interest of going to XML. Lynn Notarianni (Qwest) stated that when Qwest received WorldCom’s CR, based on the request, Qwest started looking to see if it made sense to move towards the new technology. Lynn stated that WorldCom’s CR prompted us to start looking to see if we wanted to get entrenched in EDI when the industry is moving towards XML. Lynn stated that this discussion is to communicate that XML is out there, to answer questions regarding XML, and to determine if it makes sense to move forward with XML or not. Lynn asked where the level of interest was for the CLECs and Vendor’s. Lynn stated that Qwest will continue to move forward with WorldCom’s CR (SCR112702-02) as it is, but Qwest needs to look at possibly moving in another direction. Donna Osborne-Miller (AT&T) asked if the development of the Loss & Completion Reports in XML, if it is just for that little piece. Lynn Notarianni (Qwest) stated that yes and that the purpose of this call is not to come to any decisions. John Berard (Covad) stated that Covad would like the Loss and Completions Reports either in EDI or XML. John stated that the current process is labor intensive. John stated that he was advised that Verizon West has an EDI format with XML messages in it. And asked if that could be done. Steve Eddy (Qwest) stated that it can technically be done but he is not aware of who is doing it. Bennet Pang (Qwest) stated that can put an ISA envelope over an XML transaction; can pass to an XML translator instead of an EDI translator. John Berard (Covad) stated that he wants to ensure that Covad won’t have to work differently with each ILEC. Lynn Notarianni (Qwest) stated that Qwest would like to discuss XML with Verizon West and asked Covad for a contact so Qwest can better ensure a standard. John Berard (Covad) stated that he would check whom that contact would be. John stated that if a method has already been developed, Covad would like Qwest to use the same one. George Hooper (USLink) asked if the XML changes would be for the Loss and Completions Reports only and all other NDM would remain the same. Lynn Notarianni (Qwest) stated that the Loss and Completion report is currently NDM and that WorldCom’s CR is requesting that the Loss & Completion Report be over EDI. Lynn stated that Qwest has not yet responded to the method of delivery but that Qwest is not likely to maintain multiple interfaces. Lynn stated that if the Loss and Completion Report goes EDI, Qwest would then not likely support NDM. Lynn stated that if this CR gets prioritized, Qwest would like one way to provide the Loss and Completion Reports. David Lueck (New Access) stated that New Access prefers XML and stated that Qwest is pursuing the right track. Lynn Notarianni (Qwest) stated that that is helpful to know. Marcia Lees (SBC) asked if will be able to pull down like it shows on page 6/7 of the Appendix. Bennet Pang (Qwest) stated that yes, and that Appendix B is a Schema and stated that if you have special software, is an easier readable file. Bennet stated that he would try and provide a sample. Marcia Lees (SBC) stated that she agrees with a previous statement that the current process is very labor intensive. John Berard (Covad) stated that they work with spreadsheets today and they would like to get away from that. Liz Balvin (WorldCom) asked if Qwest is moving away from NDM. Lynn Notarianni (Qwest) stated no and that WorldCom’s CR has prompted this XML as a discussion. Lynn stated that Qwest would not like to maintain multiple interfaces. Liz Balvin (WorldCom) asked that if there is interest in XML, would Qwest move away from NDM. Lynn Notarianni (Qwest) stated that we would like to but would need to consider all the factors. Varsha Kelkar (New Access) stated that currently the Loss and Completion Reports are not loaded on the same site and asked if XML would have them in the same place. Bennet Pang (Qwest) stated yes, they would be retrieved from the same location. Varsha Kelkar (New Access) asked if the site would have one file or several months. Bennet Pang (Qwest) stated that does not know if the process would change. Bennet stated that the CLECs would get the same as they currently get, would just be via XML. Chris Foster (McLeodUSA) stated that currently gets Loss and Completions via NDM and that they currently send & receive OSS activity across a dedicated circuit. Chris asked if that would remain the same with XML. Bennet Pang (Qwest) stated that yes, the circuit would not change. Chris Foster (McLeodUSA) asked if it would be straight XML. Bennet Pang (Qwest) stated that the information would be in XML, will have an XML wrapper/SOAP transported via HTTP(s). Chris Foster (McLeodUSA) stated that McLeod wouldn’t want to fix what is not broken and stated that EDI vs. XML, from his perspective, based on the points already made – XML is more desirable. There were no other questions or comments. February 5, 2003 Liz Balvin/WorldCom spoke with Peggy Esquibel-Reed/Qwest and stated that her concern was regarding Qwest providing documentation prior to the scheuled conference call. Peggy advised Liz that any applicable documents would certainly be provided before the first scheduled call takes place. Peggy asked Liz if she had any other concerns. Liz responded no. Peggy asked Liz if she had any issue with a second call being scheduled. Liz responded that she had no issue with an additional call.

Given Qwest states the "industry's move towards XML as the electronic Interface", these representatives would supply critical information necessary to determine the proper course of action. February 4, 2003 Email to Liz Balvin/WorldCom Good Afternoon Liz, I received your email requesting that other dates be considered for the ad-hoc meeting to discuss SCR112702-02 (Provide Loss and Completion Reported Information in EDI Format). Based on feedback from the CLEC Community, it appears that the originally proposed dates will work for the majority of the CLECs. The meeting will be scheduled to take place on the preferred date and time of Thursday, February 13, 2003. The notice is currently being processed with the meeting logistics. However, due to the special circumstances regarding the originally proposed dates, Qwest will host a subsequent meeting to ensure that those attending OBF will have the opportunity to participate. Another notice will be sent with the proposed dates and times for the subsequent meeting. That notice will be sent to the CLEC Community this week.

January 16, 2003 Systems CMP Meeting Discussion: Connie Winston/Qwest stated that she would like to have an ad-hoc meeting to discuss the electronic interface and stated that XML may be the next direction. Connie stated that Qwest may not want to move everything to EDI if moving towards XML. Connie stated that she would like the discussion to include Qwest and CLEC technical staff and would like to have the discussion prior to moving forward with this effort. The CLEC Communtiy agreed.

-- December 19, 2002 Systems CMP Meeting Discussion: Liz Balvin/WorldCom said that they don’t have the capability today to receive the Loss and Completion Report and would like to get it in an EDI format. Connie Winston/Qwest asked if this would mean moving off using NDM She also stated this would be a significant change and would everyone want all of these interfaces (Paper, NDM, EDI) up and working. Bonnie Johnson/Eschelon said that they get theirs through the GUI and asked what is NDM. Lynn Notarriani/Qwest said that NDM sends flat files. I would assume you want it EDI so that you can do something with the information. With NDM, you’re not doing anything with the data, much like a GUI. In addition, to Connie Winston/Qwest’s point would you want to maintain both. Bonnie Johnson/Eschelon said that Eschelon would certainly support this CR as they are moving to EDI. Jonathan Spangler/AT&T said that AT&T uses the spreadsheet and we have people reviewing the NDM capability. Connie Winston/Qwest said that we don’t have the LOE for this CR yet. We would be interested in maintaining only one interface. Connie Winston/Qwest asked if AT&T prefer EDI as well. Jonathan Spangler/AT&T said possibly. This letter is in response to CLEC Change Request number SCR112702-02, dated 11/27/02, titled: Provide Loss and Completion Reported Information in EDI Format.

CR Description: Qwest currently sends Loss and Completion information via NDM. The request is to provide the same information but in EDI format.

History: A clarification meeting was held on Tuesday December 10, 2002 with WorldCom and Qwest representation. Per discussion held at the CMP Monthly Systems Meeting on January 16, 2003, two ad-hoc meetings were held on February 13, 2003 and February 21, 2003 to discuss the industry movement towards tML for electronic interfaces.

Qwest Response: Qwest has completed an analysis for CR SCR112702-02, Provide Loss and Completion Reported Information in EDI Format, and has determined that this change is economically not feasible. This request would require Qwest to develop a new EDI interface to the Loss and Completion report requiring Qwest to maintain 2 separate electronic interfaces (NDM and EDI). Through Qwest’s analysis it was determined that the estimate for the initial implementation of this change would be $500,000 and would also require significant maintenance costs and additional resources which Qwest estimates would be around $50,000 per release of EDI.

Considering that the information is currently available to CLECs via electronic transport (NDM) for Loss and Completion reports, Qwest is denying your request for SCR112702-02, Provide Loss and Completion Reported Information in EDI Format based on economic infeasibility.

RE: SCR112702-02 Provide Loss and Completion Reported Information in EDI Format.

Qwest is reviewing the information submitted as part of WorldCom’s Change Request SCR112702-02, which aims to provide the Loss and Completion reported information in EDI format. Based upon research that has been conducted following the Clarification meeting (held December 10, 2002) it has been determined that additional research is needed. Qwest will provide an updated response at the January Systems CMP Meeting.

Qwest is working diligently to address this Change Request and to provide the most accurate LOE possible. At the December Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Qwest is interested in the experiences of the CMP community as relates to this issue. Qwest will incorporate any feedback received at the next Monthly Systems CMP Meeting into further evaluation of this Change Request.
