Description Of Change
ASOG 46 Industry Changes:

The CORA ASR Gateway application is being updated to support changes for ASOG 46, including ASOG, Mech Spec and UOM-ASR Schema changes as mandated by OBF. Details of the ASOG 46 industry changes can be found at: http://www.atis.org/. New fields being added to the ASOG form package are as follows:

• LAG-P (Link Aggregation Group Protection) field added to Transport and End User Special Access forms

• LAG-ID (Link Aggregation Group ID) field added to the Confirmation Notice form

• SVP (SVLAN ID Preservation) field on the Ethernet Virtual Connection form

• S-VACT (Service Virtual Location Area Network Activity) field added to the Ethernet Virtual Connection form

• SDI (Subsequent Dispatch Indicator) field added to the Clarification/Notification Request form

• NAG (Network Access Groom) field added to the Access Service Request form

• SVLAN-IND (Stacked Virtual Location Area Network Indicator) is being removed from the Ethernet Virtual Connection form

• S-VLAN (Service Virtual Location Area Network) field on the Ethernet Virtual Connection form is being changed from a four character field to an eight character field to allow for ranging, and the occurrences of the field is changing from one occurrence to three occurrences

• MUXLOC/SMUXLOC (Multiplexing Location/Secondary Multiplexing Location) field Usage Notes on the following forms have been updated:

o Feature Group A

o Trunking

o Transport

o End User Special Access

Company Specific Edits: The following changes that are customer affecting are also being implemented and will be further defined in training documentation and the AD-HOC call to follow (date is TBD):

New CORA Pre-Order Validations - None

New CORA GUI and ASR Gateway Validations

• New edits associated to the new ASOG fields for LAG-P, SVP, S-VACT, and NAG

• New edits associated to the ranging for S-VLAN

• CORA will perform a comparison between versions of ASRs for the following fields and require the ASR to be cancelled and reissued if a change in the field value is determined:

o QTY (increase only)

o NC

o NC1

o ACTL

o FACTL

o SECLOC

o MUXLOC

o SMUXLOC

o CFA

o SCFA

o CCEA

o SCCEA

Changed CORA GUI and ASR Gateway Validations:

• When the ASR LAG field is populated with “N”, the QTY field must be populated with “2”. An entry of “N” is only valid when ACT is “N”. An entry of “E” is only valid when ACT is “C” or “D”.

• Requirement edits for populating the S-VLAN field

• Edits associated to MUXLOC and SMUXLOC fields are changing to reflect new Usage Rules with ASOG update

• Edit changes for the QSA field on the Access Service Request form, and the SECLOC field on the Transport form resulting from the addition of the NAG field

• If the ACNA and CCNA values do not belong to the same company, the AGAUTH field is required

• New SPEC Codes are being introduced for ordering the following product sets:

o Metro Ethernet ENNI – MOENN. When MOENN is populated in the SPEC field on the ASR form the SECNCI code provided on the Transport or End User Special Access form must be 02CXF.N1C, 02CXF.NXC, or 08CX9.N1C

o GeoMAX – GeoMAX

o Optical Wavelength Service – OWSP1

• A new NC Code (VLC-) is being added as a valid value on the EVC form

• Additional NC Codes are being added to the CSPC validation for Switched Services

CORA GUI Report enhancements: None

ASR Gateway Notifications/Responses:

• LAG-ID will be passed back on the Confirmation Notice if the LAG field on the ASR is populated with “N”

• SDI Indicator will be populated on the Completion Notification if a subsequent dispatch was required and is being billed

Project Meetings

4/17/13 System Monthly Meeting Mark Coyne - CenturyLink said this CR was installed on March 18, 2013 and has been in CLEC Test. Mark said we confirmed there were no issues with the release and there were none. We are requesting this be moved to a Completed status and asked if there were any objections. There were none.

03/20/13 Systems CMP Meeting Mark Coyne – CenturyLink said this CR deployed on March 18, 2013. The CR has been moved to CLEC Test and we have not heard of any issues.

02/20/13 Systems CMP Meeting Mark Coyne – CenturyLink said this CR would deploy on March 18, 2013.

01/16/13 Systems CMP Meeting Kim Isaacs – Integra said she had a question about this CR and specifically the edit which required an order to be canceled and reissued if certain fields are changing.

Mark Coyne – CenturyLink said he did not think Anne Robberson, CenturyLink, was on the call so we would need to capture the concerns.

Kim Isaacs – Integra said she had been reviewing the tariff and PCAT language and that the tariff language is not 100% clear even though CenturyLink has been saying the edit change is to align with the tariff. Kim said what is required for an order to be re-issued and what is subject to a Design Change Charge is open to interpretation. Kim provided several specific examples of fields where she believes there is a tariff and CenturyLink documentation discrepancy between requiring an order to be reissued vs. applying a Design Change Charge, specifically NC/NCI, SecLoc, CCEA. Kim requested that CenturyLink retract the edit since there is so much room for interpretation and that the edit is not supported by the tariff.

Bonnie Johnson – Minnesota Dept of Commerce said the edits cannot conflict with design change language in certain state amendments. Mark Coyne – CenturyLink said that the concerns have been captured. He said the comment cycle ends on January 22 and asked Kim Isaacs if she planned on submitting the Integra concerns as formal comments. Mark confirmed that the Integra request was for the edit to be retracted.

Kim Isaacs – Integra said yes she would be submitting the comments formally and that her request is for the edit to be retracted.

Mark Coyne – CenturyLink said we would get with the SME team to determine next steps.

12/12/2012 Monthly Systems CMP Meeting Anne Robberson – CenturyLink presented the CR and associated changes as listed in the CR. The CR is planned for CORA Release 21.0 which is to be effective March 18, 2013. Anne asked if there were any questions.

Kim Isaacs – Integra said she had concerns regarding the cancellation and reissuance process. Kim said the fields are common fields changed frequently and that they are currently processed as supps.

Anne Robberson – CenturyLink said that was true in some cases.

Kim Isaacs – Integra said the ASOG allows fields to be supp’d and asked what issue CenturyLink is addressing.

Anne Robberson – CenturyLink said the changes are to align with the tariff which identifies when an ASR needs to be cancelled and reissued. Anne said if an FOC has been sent, a cancel and reissue is required. If no FOC has been sent, the fields can be changed as at that point, there is no design change charge.

Kim Isaacs – Integra asked if the ASR is cancelled and it has been designed, will a cancellation be charged. If then there is a reissue, the new install would be charged vs. a design change charge.

Anne Robberson – CenturyLink said yes, that is correct.

Bonnie Johnson – Minnesota Dept of Commerce asked if the cancellation charge depends on where the ASR is in the process.

Anne Robberson – CenturyLink said yes, the charge application aligns with the current cancellation charge process and the tariff language.

Kim Isaacs – Integra said (12/19/12 Updates received from Integra in CAPS) SO WITH THIS CHANGE CENTURYLINK WILL APPLY the cancellation charge AND A [delete COULD BE THE] new install charge FOR THE REISSUED ASR vs the [insert in bold] $50 design change charge CENTURYLINK CURRENTLY IS APPLYING IN THESE CASES.

Anne Robberson – CenturyLink said if the supp is submitted to change any of the identified fields on the due date, 100% of the NRC will apply.

Kim Isaacs – Integra asked for the tariff sections to be provided.

Anne Robberson – CenturyLink said she would provide them to include in the meeting minutes.

NOTE: The language for cancel/reissue, changes, design change charges, etc. are in Section 5 of both the RSS and FCC tariffs under the Ordering Options.
