Description Of Change
Qwest sends our Summary Bills via paper and BillMate. The paper bills are enormous. It takes time and money to sort and file all of the paper bills. Eschelon only needs the summary pages of the paper Summary bills. Eschelon asks Qwest to offer CLECs the capability to request the suppression of sections of the paper Summary Bill. This should also be a money saver for Qwest.

Project Meetings

4/19/06 Systems CMP Meeting

Jill Martain-Qwest stated that the fix went in on March 27th and hopes that all is now okay. Kathy Stichter-Eschelon stated that it is now okay and that the CR could be closed. Jill Martain-Qwest stated that she appreciated Eschelons patience in working through this. This CR moves to Completed Status.

3/15/06 Systems CMP Meeting

Jill Martain-Qwest stated that a fix is scheduled this month. She said she was hopeful that Eschelon could provide an update on the manual process but that since Kathy Stichter (Eschelon) was not able to attend that we would follow up next month. Kim Isaacs-Eschelon said that she will get with Kathy Stichter (Eschelon) to determine if there are any outstanding issues and will let us know if there are. This CR will remain in CLEC Test.

2/15/06 Systems CMP Meeting

Jill Martain-Qwest stated that a manual process has been put in place to ensure that Eschelon only receives the summary bills in February. She said that a fix is scheduled in March to fix the problem. She asked if Eschelon had found any other addition problems. Kathy Stichter-Eschelon said that she did not. This CR will remain in CLEC Test.

1/18/06 Systems CMP Meeting

Kathy Stichter - Eschelon stated that she would like to keep this CR open because it is not working correctly. Kathy said that she is still getting the summary pages in the Eastern and Central Regions. Sue Kriebel - Qwest asked for examples and explained the hold status situation. She said that we are checking to determined if that situation is fixed. Kathy Stichter - Eschelon stated that she will send examples to the CMP mailbox of the current situation. She said that they received nothing for the 25th and 28th bills. She said that she did not think it was still happening but she was not sure. Sue Kriebel - Qwest stated that we are working with IT to see what we can do to fix this problem and to determine what Eschelon is getting on their end.

12/14/05 Systems CMP Meeting

Jill Martain/Qwest stated that the Central Region fix went in on November 16th and asked if Eschelon was ok to close the CR. Kathy Stichter/Eschelon said that the problem is still not fixed. She stated that she received paper on the November 22nd Arizona, Colorado and Utah invoices. She said that she referred the problem again on December 6th and has not received a response back yet. Kathy said that she wants the CR to remain in CLEC Test. Jill Martain/Qwest stated that we will follow up to make sure the problem gets fixed.

11/16/05 Systems CMP Meeting

Kathy Stichter/Eschelon stated that she would like to leave this CR open. She said that the Central Region is still not working and that she sent an e-mail to their SDC on 11/3/05 and have not heard back yet. She said that Bonnie Johnson (Eschelon) also sent a copy of the e-mail to CMP. Lynn Stecklein/Qwest stated that we did receive the e-mail from Bonnie and are working to make sure the problem is fixed

10/19/05 Sytems CMP Meeting

Jill Martain/Qwest stated that this CR deployed on 8/22/05. Kathy Stichter/Eschelon stated that she wanted this CR to remain open. She said that she is still receiving paper and (Comments to minutes received from Eschelon 10/25/05) her last correspondence from the SDC was that hopefully the fix will be by the 16th bill period.

9/21/05 Systems CMP Meeting

Jill Martain/Qwest stated that this request was implemented on August 22nd and asked if the CR could be closed. Jill also said that we encourage everyone to sign up for the summary bill. Kathy Stichter/Eschelon stated that the 1st through the 10th bill periods are still receiving paper. Kathy said that (Comment to minutes received from Eschelon 9/29/05 - she sent the request to the SDC on August 22nd and Qwest responded that the request was completed on the same day. Kathy said she would contact her SDC. (Comment to minutes received from Eschelon 9/30/05) Kathy said that she is still waiting for the 16th bills. Jill Martain/Qwest said that this CR will remain in CLEC Test another month.

Jill Martain - Qwest stated that SCR121102-01 Capability to request suppression of the paper Summary Bill except the summary page is still on target for August 22nd. Jill said that Qwest supports this CR and would like all CLECs to take advantage of the summary bill.

6/20/05 Qwest/CLEC Walkthrough

We have completed the Qwest/CLEC Walkthrough on URs 5654 (LATA Identifier) and 5655 (Suppression of paper summary bill). 5/18/05 Systems CMP Meeting

Jill Martain - Qwest stated that we aggressively tried to get this request deployed in July but that we ran into some issues and the date had to be changed to 8/21/05. Jill said that we will monitor to ensure that the new target is met. Liz Balvin - Covad asked if this was optional. Jill Martain - Qwest said yes and that this action item would be closed.

4/20/05 Systems CMP Meeting

Jill Martain - Qwest stated that the targeted implementation date for this CR is 7/11/05.

4/22/04 CMP Systems Meeting

Kathy Stichter/Eshelon stated that Qwest advised Eschelon that the ASCII Bill of Record CR would eliminate the need for this request. Kathy stated that Qwest withdrew the ASCII Bill of Record CR and that this request is an important issue for Eschelon.

This Action Item is closed.

3/19/04 CMP Systems Meeting

Carla Pardee/AT&T stated that AT&T is receiving boxes of paper bills and she has asked her Service Manager to suppress the paper bills. Carla asked if the suppression is part of this CR or does she have to issue a new CR. An Action Item was created for a read-out at April CMP.

10/3/03 Contacted Kathy Stichter/Eschelon to determine how Eschelon wanted to proceed with this CR. Kathy stated that she would like to put this CR in a hold status until SCR071003-01 (ASCII invoice in XML or CSV file types) is completed. At that time, she would like to review and test the functionality of the ASCII project to determine if it will meet Eschelon's needs. Kathy said that if it meets their needs she will withdraw this CR. Kathy also said that she does not want Qwest to take any action on this CR or have any resources working on it.

7/17/03 CMP Systems Meeting Lynn Notarianni/Qwest said that we have talked to Kathy Stichter/Eschelon off-line regarding the ASCII XML/CSV CR that was discussed earlier. Lynn stated that we believe that this CR will eliminate the need to do this CR. We are hopeful that the XML/CSV would be able to be done earlier as it requires different resources. The earliest we could complete the Suppression of Paper Bill CR is June 2004. Bill Markert/Eschelon asked if Qwest looked at the option of putting it in a PDF file and letting us print whatever we needed. He said that is what Eschelon currently does that with their access bills. Lynn Notarianni/Qwest said that we will take that back as an action item. Lynn also noted that that this action item will be changed to follow up on the ASCII CSV/XML request.

6/19/03 CMP Systems Meeting Lynn Notarianni/Qwest asked to clarify that for this CR, at what level to suppress. Lynn stated we are asking in order to rule out any IMA impact, which would make this a voteable candidate. Lynn asked if it is based on account by account vs. CLEC level. Lynn stated that if it is account to account, there are IMA impacts and this CR would need to be included in the vote. Lynn stated that if it is CLEC specific, that we can go forward with the scheduling of this CR. Carla Pardee/AT&T stated that AT&T only gets a paper bill and is against this request. Kathy Stichter/Eschelon stated that her belief is that it would be at the bill/CLEC level. Kathy stated that all Eschelon only wants to see on paper is the summary bill. Connie Winston/Qwest asked to confirm that the request is for CLEC level. Kathy Stichter/Eschelon responded yes. Lynn Notarianni/Qwest asked if any other CLECs had comments. There were none. Lynn Notarianni/Qwest stated that Qwest would look at getting this CR scheduled.

5/22/03 CMP Systems Meeting

Kathy Stichter/Eschelon would like Qwest to provide status on SCR121102-01 (Capability to request suppression of the paper Summary Bill except the summary page). Qwest will provide status in the June CMP Systems Meeting.

1/16/03 January CMP Systems Meeting Kathy Stichter/Eschelon presented this Change Request. Eschelon is requesting that Qwest offer the CLECs the capability to request the suppression of sections of the paper Summary Bill. Carla Pardee/AT&T stated that Eschelon uses BillMate and that the paper bill is the bill of record. Kathy Stichter/Eschelon said that Qwest does consider the paper bill to be the bill of record. Carla Pardee/AT&T asked if the bill of record is paper and if a CLEC does not request all details, does Qwest keep the detail information in case a CLEC needs to then request it. Lynn Notarianni/Qwest noted that the CLEC would need to opt for an electronic bill of record. Carla Pardee/AT&T asked if the electronic bill would be considered the bill of record. Jeff Thompson/Qwest stated that since February 2002, Qwest has offered the CLECs the ability to select the EDI electronic bill to be the bill of record if you so choose. The CLEC would need to request this option and we can’t stop sending the paper bill until you request this option. Bonnie Johnson/Eschelon asked for the drawbacks, if any, would be associated with requesting the electronic bill as the bill of records. Jeff Thompson/Qwest said that the paper bill is the bill of record by default. In February, we stated that we were confident that the EDI electronic bill could stand as bill of record. If you elect the option of the EDI electronic bill as the bill of record, we could stop sending the paper bill. Kathy Stichter/Eschelon said that they were told that the ASCII couldn’t be the bill of record. Jeff Thompson/Qwest stated that the options for bill of record are paper or electronic via EDI. Lynn Notarianni/Qwest stated that Qwest would clarify internally what the options are and if needed, would do a read out at the February Systems CMP Meeting. Bonnie Johnson/Eschelon stated that ASCII couldn’t be the bill of record so is required to have paper as the bill of record. Jeff Thompson/Qwest stated that the EDI electronic bill is also an option for bill of record. Kit Thomte/Qwest asked if there were any other comments or questions on this Change Request. There were no additional comments or questions.

Qwest has reviewed the information submitted as part of Change Request SCR121102-01. Based upon the scope of this CR as agreed to in the Clarification Meeting (held December 20, 2002) Qwest is able to provide an estimated Level of Effort (LOE) of 3000 to 4000 hours for this Wholesale Billing Interface Change Request.

At the next Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest’s further evaluation of this Change Request. Upon obtaining consensus from CMP participants as to the appropriate direction for Qwest to take on this Change Request, Qwest will review release schedules and development timetables in an effort to evaluate options for potential scheduling of Change Request SCR121102-01.
