Description Of Change
When a Service Address Validation (SAV) query returns a multiple match condition, the WTNSTAT field is NOT provided. WCom requests the WTNSTAT field be provided when multiple match responses are provided.

4/17/03 CMP Systems Meeting Liz Balvin/MCI stated that regarding SCR121702-02 WTNSTAT field via SAV when multiple match condition exists, she may withdraw this CR if Qwest can relate to us what will be in the documentation forthcoming. Wendy Green/Qwest stated that she would send information to Liz. Donna Osborne-Miller/AT&T asked that Kit (Thomte) communicate if this CR is withdrawn. Wendy Green/Qwest stated that SCR091302-01 (Pre Order Address Validation by Working Telephone Number) should cover SCR121702-02.

Liz Balvin/WorldCom reviewed this change request. WorldCom is requesting that the WTNSTAT field be populated when multiple match responses are provided. This would indicate whether the TN is working vs. non-working. Kit Thomte/Qwest asked if there were any questions and there were none.

Confirm Right Personnel Involved All appropriate subject matter experts were involved in the clarification call.

Identify CLECs Expectation Michelle Thacker/Qwest asked if this was pre-order only and Liz Balvin/WorldCom said yes. Liz Balvin/WorldCom also stated that this would impact GUI and EDI and all products are impacted.

Establish Action Plan WorldCom will present this change request in the January CMP Systems Meeting. Liz Balvin also stated that she will be meeting with the CLEC Community on Monday, January 13, 2003 to discuss if they want to treat as a late adder.

Qwest has received the Change Request you submitted on December 17, 2002. As a result of the request, SCR121702-02 (WINSTAT field via SAV when multiple match condition exists) has been created. Pursuant to Section 10.3.4 of the Qwest Wholesale Change Management Process Document this Change Request cannot be processed as a Late Adder at this time. Section 10.3.4 - Ranking of Late Added CRs states the following:

For those late added CRs that are eligible for inclusion, as a candidate, in the most recently prioritized Release, the prioritization process will be as follows.

Within three (3) business days following the Monthly CMP Systems Meeting that resulted in the decision to include the late added CR as a candidate in the recently prioritized Release, Qwest will distribute the late added CR for ranking, along with the initial prioritization. Each CLEC and Qwest may submit a suggested rank for the late added CR. The suggested rank will be the number corresponding to the position on the Initial Prioritization List that the CLEC or Qwest believes the late added CR should be inserted. CLECs and Qwest who choose to vote must return their suggested rank for the late added CR via e-mail within three (3) business days following Qwest's distribution of the late added CR for ranking.

Within two (2) business days following the deadline for the return of the suggested rank, Qwest will tabulate the results by averaging the returned suggested ranks for the late added CR. Qwest will insert the late added CR into the Initial Prioritization List at the resulting point on the list and will renumber the remaining candidates on the list based on this insertion. Qwest will e-mail an updated Prioritization List to the CLECs. The results will be announced at the next scheduled Monthly CMP Systems Meeting.

This Change Request can be processed as a "Walk On" in the December CMP Systems Meeting to be held on December 19, 2002.

RE: SCR121702-02 WTNSTAT field via SAV when multiple match condition exists Qwest has reviewed the information submitted as part of Change Request (SCR121702-02). Based upon the scope of this CR as agreed to in the Clarification Meeting, Qwest is able to provide an estimated Level of Effort (LOE) of 950-1600 hours for this IMA Change Request.

At the January Monthly Systems CMP Meeting, CMP participants will be given the opportunity to comment on this Change Request and provide additional clarifications. Any clarifications and/or modifications identified at that time will be incorporated into Qwest's further evaluation of this Change Request.

This Change Request is an eligible candidate for the IMA 14.0 prioritization vote.
