Description Of Change

Centrex Plus is sunsetted and will be eliminated and customers need to be moved. Centrex 21 is grandfathered and will be eliminated and customers need to be moved.

Project Meetings

5/17/17 Product/Process CMP Meeting Mark Coyne – CenturyLink stated that last month, the CenturyLink SME team advised that the planned effective date for this CR was moved from May 31, 2017 to December 31, 2017. He asked Lee Brummett to speak to some changes regarding this CR.

Lee Brummett – CenturyLink stated that CenturyLink has been re-evaluating this issue and will be placing this CR in a Deferred status and that the products would not be eliminated at this time. Consequently, the December 31, 2017 date was no longer effective. He stated that, although not a CMP issue, CenturyLink was advising that CLSP Centrex 21 will be grandfathered effective July 20, 2017.

Kim Isaacs – Electric Lightwave said thank you. She said the elimination would have made this a big project. Kim asked for confirmation that with grandfathering, the only allowed activity is to disconnect.

Lee Brummett – CenturyLink stated that this was correct.

Mark Coyne- CenturyLink asked if there were any other questions or concerns. There were none.

4/19/17 Product/Process CMP Meeting Mark Coyne – CenturyLink stated that this CR was presented last month by Lee Brummett. This CR was submitted to eliminate Centrex Plus which has already been sunset. On 3/16/17, Electric Lightwave provided a list of active CLSP (former UNE-P) Centrex Plus and Centron Accounts.

Lee Brummett – CenturyLink stated that there were some responses sent regarding questions asked including rate sheets to Electric Lightwave so that rates could be compared to Centrex Prime rates. The effective date has been extended until December 31, 2017.

John Madia – CenturyLink added that regarding feature matchup between products, there was concern about intercom calling and that he had discovered that most Centrex 21 common blocks were built as “assumed dial 9” common blocks and would not have 4-digit dialing capability. Consequently there would not be a difference in that functionality and POTS.

Kim Isaacs – Electric Lightwave asked about Centrex Plus features compared to Centrex Prime.

John Madia – CenturyLink stated that they were basically the same product, just a different marketing name. Kim Isaacs – Electric Lightwave added that it was a different price.

John Madia – CenturyLink stated that migrations in the Retail division had been adjusted to keep the pricing structure and the same could be done for Wholesale with some exceptions for necessary Federal charges.

Kim Isaacs – Electric Lightwave asked if CenturyLink would do that for Wholesale providers as well.

John Madia – CenturyLink stated that some fee such as CALC were assessed on Plus compared to Prime and CenturyLink had do so some alterations and that CenturyLink could look to do something similar.

Mark Coyne –CenturyLink stated that we would take that as a follow-up and capture something in the meeting minutes.

John Madia – CenturyLink stated that if a couple of examples could be provided regarding existing Centrex Plus and what that was costing, he could do a match-up.

NOTE: 04/25/2017 FOLLOW-UP: Lee Brummett – CenturyLink provided the following statement regarding price matching: For Centrex 21 customers there are two alternatives available. One is to convert from CLSP Centrex 21 to Resale Centrex Prime. There will be a price differential between CLSP and Resale. The other option is to convert to POTS with features. For the customers with Centrex 21 with “assume dial 9” converting to POTS with features is a viable alternative since “assume dial 9” does not have intercom dialing.

Mark Coyne – CenturyLink reminded John and Lee that CenturyLink had offered to waive non-recurring charges for conversion orders.

John Madia – CenturyLink stated that was correct. These are basically record orders since no switch work was being done.

Kim Isaacs – Electric Lightwave asked if there would be switch work for conversions to 1FB type service.

John Madia – CenturyLink said that the number would have to be ported from the Centrex common block.

Mark Coyne – CenturyLink asked if the NRCs would be waived on those as well.

John Madia – CenturyLink stated that he would recommend that they be waived

Lee Brummett – CenturyLink agreed.

Kim Isaacs – Electric Lightwave asked if their company was the only Wholesale customer that had Centrex Plus common blocks left.

Lee Brummett - CenturyLink stated that he believed there were others.

Mark Coyne – CenturyLink asked if there were any other questions. There were none.

3/15/17 Product/Process CMP Meeting Lee Brummett – CenturyLink presented this new CR to eliminate Centrex Plus which has already been sunsetted. Lee said Centrex 21 is grandfathered and will be eliminated. In both cases, customers will need to be moved. Lee said we are currently generating reports to determine how many customers are impacted. Lee said the planned effective date is May 31, 2017. Lee asked if there are any questions.

Armando Fimbres – Oregon PUC asked the difference between the terms “sunset” and “grandfather”.

John Madia – CenturyLink said the term “grandfather” means ending the sale of the product but that current products can be retained until their contract expires. He said there can be no adds, changes or moves made to a grandfathered product. For a product that is “sunset”, John said the product is at “end of life” and that the offering no longer exists and it is being removed.

Kim Isaacs – Electric Lightwave said ELI has an existing base of these products and this will be impacting. Kim said these products have some unique features and asked what products are replacing them.

John Madia – CenturyLink said for Centrex Plus, the replacement product is Centrex Prime which is really an identical product other than how it bills. John noted the bill difference is mainly on the retail side. For the Centrex 21 product, John said the replacement is Core Connect or a basic exchange product with features.

Janean Van Dusen – CenturyLink said Wholesale does not offer Core Connect.

Kim Isaacs – Electric Lightwave said she thinks that are some features on Centrex 21 that are not available on 1FB.

John Madia – CenturyLink said he thought the only feature not available is the abbreviated dialing.

Kim Isaacs – Electric Lightwave asked if it is a “records only” change to go to Centrex Prime. Kim asked if they could just convert the entire common block to Centrex Prime vs. requiring individual LSRs.

John Madia – CenturyLink said he thought so but will need to confirm that.

Susan Lorence – CenturyLink said we would include that response in the meeting minutes.

NOTE: 3-21-17 UPDATE: A change to go from Centrex Plus to Centrex Prime will require a Change order. It cannot be done via a Record order.

Kim Isaacs – Electric Lightwave said she thought May 31, 2017 will be very tight if individual LSRs are required and if they need to educate their customers on a feature change.

John Madia – CenturyLink said CenturyLink can be flexible on that date but on the next CR, moving the date out is different.

Kim Isaacs – Electric Lightwave said that the product elimination is her concern due to the need to move customers.

Janean Van Dusen – CenturyLink said she does not believe there are any Centron or Centrex Plus resale customers.

Kim Isaacs – Electric Lightwave said she would get a list of Centrex BANS that are CLSP. She said she assumed if CenturyLink is eliminating these Centron or Centrex products, it would impact CLSP also.

Janean Van Dusen – CenturyLink said that is correct however CLSP does not fall under CMP and Centrex Prime is not available for CLSP.

Kim Isaacs – Electric Lightwave said she will have customers with no service to move to. She said she believes it is a small amount of customers but thought some were government accounts. Kim said she thinks customers have stayed on this service to retain the 4 digit dialing.

Janean Van Dusen – CenturyLink said she does not see any UNE-P or resale Centrex Plus customers.

Kim Isaacs – Electric Lightwave said she thought they have a Centrex Plus block and will work with her Service Manager. Kim asked if there are any Centron customers. Janean Van Dusen – CenturyLink said that is the next CR but there are ZCID Centron customers and those are being grandfathered.

Armando Fimbres – Oregon PUC asked Kim is the customers were in Oregon.

Kim Isaacs – Electric Lightwave said potentially. She is confident that ELI has Oregon Centrex 21 customers.

Bonnie Johnson – Minnesota DOC requested information if any of the customers were Minnesota customers.

Mark Coyne – CenturyLink said he wanted to confirm the plan. He said Kim would get with their Service Manager and will identify any concerns especially in regard to the date.

Kim Isaacs – Electric Lightwave said her main question is whether the Centrex 21 features change when a Centrex 21 service becomes a 1FB service and what CenturyLink was planning for those customers that have 4 digit dialing. Kim said she would check to see if they had any remaining customers with that capability. She asked if the feature activation codes are the same as for 1FB.

John Madia – CenturyLink said they should be since there was no customization allowed for feature activation codes. He said he would confirm that. John said the Centrex 21 becomes resale 1 FB service or CLSP.
