Description Of Change

As a result of the implementation of the Change in Law from the Petition of USTelecom for Forbearance et al., WC Dkt. No. 18-141, Memorandum Opinion and Order, FCC-19-72; Released August 2, 2019 (“UNE Analog Loop and Resale Forbearance Order”), and the Report and Order on Remand and Memorandum Opinion and Order, FCC-19-66; Released July 12, 2019 (“UNE Transport Order”), collectively referred to as the (“Forbearance Orders”). certain new Unbundled Network Elements (“UNEs”) orders are no longer available as of February 2, 2020. With the elimination of the ability to order these new services, the Batch Hot Cut Process used to convert Analog Services to 2/4 Wire Analog UNE Loops will also be eliminated. Additionally, this process has not been used by the CLECs for over ten years.

2/14/2020 Action Item Created 01/24/20 - Comment received from Kim Isaacs - Allstream: Hello – In the December 2019 CMP Meeting, I failed to recall that Batch Hot Cut provisions are included in our ICAs. My review of the CenturyLink Forbearance template does not address removing Batch Hot Cut. How is CenturyLink proposing to address Batch Hot Cuts provisions and pricing in the ICA? Thank you 
2/14/2020 Action Item Created 02/13/20 - CenturyLink responded to Kim Isaacs comment: Per CenturyLink Product Management and Regulatory, Lynda Mackay from CenturyLink is currently working with Doug Denny and will propose language to remove it from the ICA. 
5/3/2020 Discussed at Monthly CMP Meeting 4-15-20 Discussed at April 2020 CMP meeting. CR has been worked and motion was made to close the CR. No objections were voiced so the CR can be closed.
