Description Of Change

Currently MEDIACC does not support late Ebonding.

AT&T is requesting CenturyLink to enable late Ebonding for POTS TNs in their MTG platform, which is currently not available.

10/16/13 System Monthly Meeting Mark Coyne – CenturyLink said this Change Request was moved to a Deferred at the request of AT&T.

6/19/13 System Monthly Meeting Mark Coyne – CenturyLink said the draft response had been sent to AT&T on June 13, 2013. Mark reviewed the draft response that was included in the CMP package which indicates the CR is accepted and the high level of effort (LOE) is 5000-8300 hours but there is no remaining OSS Repair release capacity hours for 2013. The response also indicates that if AT&T wants this CR as a priority, the CMP document includes a process called Special Change Request Process (SCRP) which ATT can also utilize. Otherwise, CenturyLink will reconsider the CR in the late 4th quarter timeframe when the OSS release capacity for 2014 has been established.

Susan Lorence – CenturyLink asked Mark to present SCR011413-2 - Enable late Ebonding for POTS TNs in the MTG platform.

Mark Van de Water – AT&T stated that the title of the change request was fairly self-explanatory in regards to the request.

Carrie Bousfield – CenturyLink stated that the functionality was not currently available and asked how AT&T worked around the issue while using MEDIACC.

Mark Van de Water – AT&T replied that when unable to create a ticket electronically, they had to call it in resulting in future calls if additional tracking of the ticket was necessary and wanted to be able to continue working the ticket electronically even if it had been created manually, especially with the current Create problem.

Carrie Bousfield – CenturyLink asked if AT&T considered this issue important specifically because of the TrackID issue.

Mark Van de Water – AT&T stated that they could currently do late Ebonding for access services but not for POTS.

Carrie Bousfield – CenturyLink asked for volume so that CenturyLink could consider when evaluating.

Mark Van de Water – AT&T stated that he would get that information.

This letter is in response to CLEC Change Request number SCR011413-2, entitled “Enable late Ebonding for POTS TNs in the MTG platform”.

CR Description: Currently MEDIACC does not support late Ebonding. AT&T is requesting CenturyLink to enable late Ebonding for POTS TNs in their MTG platform, which is currently not available.

History: A clarification meeting was held on Monday, January 21, 2013 with AT&T and CenturyLink representatives present. The CenturyLink SME team completed a high level of analysis of the work that would be required to enhance the Maintenance Ticketing Gateway (MTG) with the requested functionality.

CenturyLink Response: CenturyLink is accepting this CR to enhance MTG to enable Ebonding for POTS TNs in the MTG platform. The early estimate of the work effort to complete the project places it in a range of 5000 to 8300 hours. The available hours allotted for the 2013 calendar year for Repair Releases was 800 hours. (The estimates for each Wholesale functional area was established in December 2012 and was shared with the customer community via notice number CMPR.CMPP.12.12.12.F.10740.2013SystemReleaseCapacity.)

With the Repair work that has been completed and the projected remaining work activities for 2013, there is no remaining capacity for 2013. CenturyLink is proposing that we review this CR in the late 4th quarter timeframe when the OSS release capacity for 2014 has been established.

Alternately, if AT&T prefers that CenturyLink continue to consider this enhancement to MTG in 2013/2014, AT&T may choose to pursue the Special Change Request Process (SCRP) available through the Wholesale Change Management Process (CMP). SCRP allows a CLEC or Resale customer to pursue CenturyLink system changes through their own funding of CenturyLink development and testing costs. For additional information on the CMP SCRP, refer to Section 10.3 of the CMP document available at http://www.centurylink.com/wholesale/cmp/index.html.

Should AT&T chose to not pursue the SCRP, as stated above, CenturyLink will review the requested enhancement included in this CR in late 4th quarter to determine if development and implementation in 2014 is possible pending determination of 2014 release capacity.
