Description Of Change

Currently MEDIACC does not support electronic escalations for POTS (TNs) services.

AT&T is requesting CenturyLink to enable electronic escalations for POTS (TNs) services in their MTG platform, which is currently not available.

10/16/13 System Monthly Meeting Mark Coyne – CenturyLink said this Change Request was moved to a Deferred at the request of AT&T.

6/19/13 System Monthly Meeting Mark Coyne – CenturyLink said the CenturyLink draft response for this CR is very similar to the response on the previous Ebonding CR. This second CR is accepted but due to the understood priority of the Ebonding CR, CenturyLink recommends this CR be placed in a Deferred status.

Mark Van de Water – AT&T said he received the CenturyLink responses but has not reviewed them. He asked that CenturyLink review the LOE at the end of the year since he felt 5000 was high.

Tracy Strombotne - CenturyLink indicated she was happy to have IT review the LOE and they would walk through the impacted systems but said the team has typically not come in under budget.

Mark Coyne – CenturyLink asked if there were any other questions. There were none.

Susan Lorence – CenturyLink asked Mark to present SCR011413-3 - Enable electronic escalations for POTS (TNs) services in the MTG platform.

Mark Van de Water – AT&T stated that the title of the change request was fairly self-explanatory in regards to the request. He said that it was currently do this for access services, but not for POTS and wanted CenturyLink to consider offering this option.

Carrie Bousfield – CenturyLink stated that it wasn’t currently available in MEDIACC and asked why AT&T felt that it was critical as part of MTG.

Mark Van de Water – AT&T stated that it was to save time by not having to call in each escalation request.

Susan Lorence – CenturyLink asked if there were more than one level of escalation.

Mark Van de Water – AT&T stated that there were multiple levels.

Carrie Bousfield – CenturyLink asked for volume so that CenturyLink could consider when evaluating.

Mark Van de Water – AT&T stated that he would get that information.

Carrie Bousfield – CenturyLink asked another question about the first change request – would AT&T be attempting to use the same TrackID that had been used for an MLT transaction to Create a ticket?

Mark Van de Water – AT&T didn’t know.

Carrie Bousfield – CenturyLink stated that CenturyLink would need to know.

Mark Van de Water – AT&T asked if MTG allowed a Create function based on the results of the MTG test or if they had to do that separately.

Vinesh Vijayan Leela – CenturyLink explained that it would be a separate transaction and that the customer would include the MLT test results in the newly created ticket.

Mark Van de Water – AT&T stated they would use the scenario in testing.

Carrie Bousfield – CenturyLink asked for specific examples regarding the escalation request.

Mark Van de Water – AT&T agreed that he could provide that information. He then recapped the issues he needed to investigate.

Susan Lorence – CenturyLink relayed the next steps for CenturyLink and concluded the call.

1/16/13 System Monthly Meeting Mark Van de Water - AT&T presented the CR and said the capability is for POTS and the functionality being requested was not currently in MEDIACC. Mark asked if there were any questions.

Mark Van de Water AT&T

This letter is in response to CLEC Change Request number SCR011413-3, entitled “Enable electronic escalations for POTS (TNs) services in the MTG platform”.

CR Description: Currently MEDIACC does not support electronic escalations for POTS (TNs) services. AT&T is requesting CenturyLink to enable electronic escalations for POTS (TNs) services in their MTG platform, which is currently not available.

History: A clarification meeting was held on Monday, January 21, 2013 with AT&T and CenturyLink representatives present. The CenturyLink SME team completed a high level of analysis of the work that would be required to enhance the Maintenance Ticketing Gateway (MTG) with the requested functionality.

CenturyLink Response: CenturyLink is accepting this CR to enhance MTG to enable electronic escalations for POTS (TNs) services in the MTG platform. The early estimate of the work effort to complete the project places it in a range of 7500 to 8500 hours. The available hours allotted for the 2013 calendar year for Repair Releases was 800 hours. (The estimates for each Wholesale functional area was established in December 2012 and was shared with the customer community via notice number CMPR.CMPP.12.12.12.F.10740.2013SystemReleaseCapacity.)

With the Repair work that has been completed and the projected remaining work activities for 2013, there is no remaining capacity for 2013. With the current understanding that the preference of AT&T is for CenturyLink to focus the priority on CR SCR011413-2 related to ebonding of POTS in MTG, CenturyLink is proposing that this CR be placed in a Deferred status at this time. CenturyLink will then consider this CR again at the end of each calendar year when the OSS release capacity for the upcoming year has been established.

Alternately, if AT&T prefers that CenturyLink continue to consider this enhancement to MTG in 2013/2014, AT&T may choose to pursue the Special Change Request Process (SCRP) available through the Wholesale Change Management Process (CMP). SCRP allows a CLEC or Resale customer to pursue CenturyLink system changes through their own funding of CenturyLink development and testing costs. For additional information on the CMP SCRP, refer to Section 10.3 of the CMP document available at http://www.centurylink.com/wholesale/cmp/index.html.

Should AT&T chose to not pursue the SCRP for this CR, CenturyLink accepts the CR as stated above but proposes the CR be placed in Deferred at this time.
