Description Of Change

CenturyLink is working to retire the existing file transfer interface CPID/QPID no later than by end of year 2018. Instead of customers using this CenturyLink developed protocol, CenturyLink will be working with impacted customers to create a transition plan to an existing gateway that follows industry file transfer standard/protocols. The industry standard tools for file transfers have significantly increased functionality and enhanced security capability.

The CMP requirement for retiring an interface is 270 days.

With the retirement of CPID/QPID, references to this protocol will be removed from the CenturyLink wholesale web documentation following the appropriate CMP notification process.

NOTE: CenturyLink will be introducing a related CR to enhance the current gateway to provide additional standard options for file transfer. An existing tool allows the File Transfer Protocol over SSL/TLS, e.g., FTPS.

02-28-18 NOTE: The System retirement notice identified the following areas of impact:

• PIC/LPIC

• Billing information – CRIS and Additional Outputs SMDR, Completion Report, Loss Report

• FAM-SAGA

• RSS

• DLIS

• Performance Assurance Plan Information

This CR is related to SCR020718-2 to Introduce additional industry standard file transfer protocols.

Project Meetings

2/20/19 System CMP Meeting Mark Coyne – CenturyLink said the CR originator has requested a change to the planned effective date to move it from April 1, 2019 to now be December 31, 2019. Mark said that a revised Final system notice that provides the new planned effective date will be sent by month end. It will also request customers that have not yet been contacted by the IT SME team to start discussions about the protocol change over from CPID to send an email to QPID.Decomm@centurylink.com or CMPCOMM@centurylink.com.

9/19/18 System CMP Meeting Mark Coyne – CenturyLink stated the planned effective date for this retirement was November 20, 2018. After talking over the current status with the SME team, the CR was revised to now reflect an April 1, 2019 date. A revised Final System notice will be distributed shortly. 8/15/18 System CMP Meeting Mark Coyne – CenturyLink said the SME team is continuing to work with those customers where they have received POC information which remains about 50% of customers. The effective date for this planned retirement is November 20, 2018 however CenturyLink is reevaluating that date based on the amount of work left to do.

5/16/18 System CMP Meeting Mark Coyne – CenturyLink said a General notification GENL.ANNC.05.07.18.F.16550.CPIDQPIDDecomm was distributed to remind customers to submit POCs to the CenturyLink mailbox QPID.Decomm@centurylink.com. Mark said the IT SME team has received POCs for approximately 50% of customers so far. The team is working with each customer to aid in the transition to other available protocols. CenturyLink plans to issue an Event notice early June to see about getting additional POCs. Mark asked if there were any questions. There were none.

4/18/18 System CMP Meeting Mark Coyne – CenturyLink said the Final System notification and CenturyLink response to comments for this CR was sent on April 6, 2018. He reminded those on the call to submit their POC to the CenturyLink mailbox QPID.Decomm@centurylink.com. CenturyLink will also send a General or Process notice mid May to ask customers to send in their POC information so our IT team can assist impacted customers with the transition to a different file transfer protocol.

3/21/18 System CMP Meeting Mark Coyne – CenturyLink said the system notification was sent February 23, 2018 to announce CPID/QPID retirement. The notice is included in the package. The Comment cycle ended March 9, 2018. During the CLEC comment cycle, two comments were received. The Final notice and response to CLEC comments are due April 6, 2018. Mark said our CenturyLink IT team recently relayed that only a handful of customers have submitted their POCs to the CenturyLink mailbox QPID.Decomm@centurylink.com as requested on the notice. He reminded customers to submit their POCs to the mailbox and said CenturyLink will also send a Process notice to remind customers to submit those POC names so IT can begin to work with them on the transition plan to move to a different file transfer protocol.

2/21/18 System CMP Meeting Mark Bunnell – CenturyLink presented this new CR to retire CPID/QPID for file delivery which is old and not as secure. Mark said CenturyLink will be introducing a protocol to take its place that is industry standard and has increased functionality.

Kim Isaacs – Allstream said this CR is a good idea and was happy to hear that the new tool that will be introduced will not require a digital certificate.

Mark Coyne – CenturyLink then relayed that though this is not a system application, CenturyLink plans to send a 270 day system retirement notification on February 23, 2018 with a planned CPID/QPID Production Retirement Date of November 20, 2018. CenturyLink will be asking each customer to send a Point of Contact for their company to a new CenturyLink mailbox that will only be used for customers on CPID/QPID. Our SME team will then work with each impacted customer to develop a transition plan to move from CPID/QPID to a different file transfer protocol.
