PID/PAP - Request to Modify Process

Description

If you would like to submit a request to add a new Performance Indicator Definition (PID), or to modify or delete an existing PID or Performance Assurance Plan (PAP) language as it relates to performance reporting and payments, CenturyLink™ has in place an optional Request to Modify a PID/PAP process to assist you.

The purpose of PIDs is to provide an objective method to judge CenturyLink's ability to provide wholesale services. The goal is to provide services to you in a manner that is either substantially the same as the level of service offered by CenturyLink's retail operations, or that provides you with a meaningful opportunity to compete. The PIDs were established in order to support CenturyLink's Section 271 applications and approval processes, and the Performance Assurance Plan (PAP) development process.

The PAP is a self-executing remedy plan that represents CenturyLink's voluntary offer to provide performance assurance.

You may submit modifications to the current state-commission approved version of the PIDs/PAPs contained in CenturyLink's Negotiations Template Agreement (NTA).

You as an individual CLEC, or a group of CLECs, may request a modification. The process operates similarly whether the request is made by one or multiple CLECs. In fact, we encourage the CLEC community to address performance measurement issues together and then submit the request as a group. This could result in a more efficient discussion with CenturyLink and help promote the uniformity of performance measurements. CenturyLink will also use the Request to Modify a PID/PAP process to bring forth its modification requests.

Request to Modify a PIDs/PAPs Process

If you wish to submit a Request to Modify a PID/PAP, you may first contact your CenturyLink Service Manager or you may download the Request for Modification to a Performance Indicator Definition ("PID") or to a Performance Assurance PLAN (PAP) form and submit to your CenturyLink Service Manager. You may also download the Request for Modification to a Performance Indicator Definition ("PID") or to a Performance Assurance Plan (PAP) with Instructions which includes instructions on filling out the form.

If you choose to first contact the Service Manager, he or she will work with you to identify the appropriate process to respond to your needs. If the request is to be made by multiple CLECs, the Service Manager for the designated lead CLEC would be the point of contact. When the Request to Modify process appears to be the most appropriate process, the Service Manager will supply you with the form to request a PID/PAP modification or you may download the Request for Modification to a Performance Indicator Definition ("PID") or to a Performance Assurance PLAN (PAP) and submit to your CenturyLink Service Manager. You may also download the Request for Modification to a Performance Indicator Definition ("PID") or to a Performance Assurance Plan (PAP) with Instructions which includes instructions on filling out the form.

If the form is for a request being made by multiple CLECs, complete the form as instructed and submit the form to the lead CLEC's Service Manager with copies sent to the other CLECs' Service Manager(s). When you complete the form and return it, CenturyLink will review it for completeness, ensuring that the required information has been provided. CenturyLink will target completion of its review within 5 business days from when it was submitted. In the event additional time is necessary, CenturyLink will contact the CLEC with a modified target completion date. If the form is incomplete, either your Service Manager or another CenturyLink resource will contact you with help on how to properly revise and resubmit the request within a targeted time frame of 1 business day after he or she has reviewed it for completeness (or within a targeted time frame of 6 business days after it was submitted). Again, if additional time is necessary, CenturyLink will contact the CLEC with a modified target date.

When your form is complete, CenturyLink will contact you to schedule one or more meetings to discuss your request, based on the number and nature of the modifications requested and whether similar requests have been received from others. CenturyLink will come to the meeting(s) prepared to discuss your request.

When CenturyLink invokes the process to address modifications, it will work with Service Management to complete the appropriate forms.

Either after the CLEC(s) completed request is submitted and CenturyLink and the submitting CLEC(s) have identified a mutually agreeable time to meet, or after CenturyLink has submitted its request, CenturyLink will send out a notification with meeting details to all CLECs that have Interconnection Agreements with CenturyLink so that there will be discussion about the requested change with the CLEC community. For a CenturyLink request, if the notified date and time is not satisfactory, CenturyLink will work with those CLECs who plan to participate to find a mutually agreeable time to meet. After the initial discussion(s) with the CLEC community, notice of subsequent discussions will also be sent to the State Commission staffs.

Once the parties have reached a collective agreement on any modifications to PIDs, CenturyLink will post the agreement(s) within the PID/PAP - Request to Modify section on the CenturyLink Wholesale Performance Information Web site. CenturyLink will also make Exhibit B and/or Exhibit K filings with the State Commissions, as appropriate. Any party can take a desired PID or PAP change that remains unresolved to a State Commission for consideration through the six-month review process. Any disputed issues that are not considered PID related by both parties may be brought to the State Commission outside of the six-month review process set forth in the PAPs. Unresolved issues will also be posted within the PID/PAP - Request to Modify section on the CenturyLink Wholesale Performance Information Web site.

Frequently Asked Questions (FAQs)

1. Will discussions on modifications to PIDs address Performance Assurance Plans (PAP) issues?
Yes, as they relate to performance reporting and payments. Any changes proposed will follow each stat's PAP process for making changes to the PIDs or PAPs. How the PAP(s) treat particular PIDs may be discussed, if appropriate.

2. Does the process described in this document replace the Long Term PID Administration (LTPA)?
Yes, it does.

3. Does this process address the day-to-day inquiries about PIDs and a CLECs ad hoc data?
No. Day-to-day inquiries regarding PIDs and ad hoc data will continue to be handled through existing processes by CenturyLink's Service Management organization.
